CAPTAIN Andrzej KOWALSKI, POLISH NAVY

Captain Andrzej KOWALSKI born 7 October 1961 in Gdańsk, Captain Andrzej KOWALSKI commenced his naval career in 1980 as an Officer Cadet at the Department of Navigation and Naval Weapon Systems, Naval Academy in Gdynia. In 1985, having earned the Master of Science Degree in Navigation and having been commissioned, the newly promoted Sub-lieutenant, Navy, reported to the 11 ASW Squadron at the Hel Naval Base. Following this tour of duty, in 1986, he reported to the 45 Auxiliary Ships Squadron and, until 1990, assumed the following positions: a tanker CO, a port service group CO, the Squadron Chief Navigation Officer, and finally the Squadron Chief of Staff. Between 1990 and 1995, the Senior Specialist at the Naval Board of Hydrography, PN Headquarters, became Captain KOWALSKI’s new assignment followed, from 1995 to 2002, by the position of the Head of Nautical Information Department, Hydrographic Office of the Polish Navy (HOPN/BHMW). He represented the Polish Navy in the NATO Standardization Groups with regard to shipping safety and he was responsible for the Polish component operated as a part of the World-Wide Navigational Warning System and nautical publications (NtM, List of Lights etc.) promulgated by the HOPN. He was also the co-author of the 2001 edition of the Polish Pilot.
For five years, from 2002 to 2007, he was the Commanding Officer of the Hydrographic Squadron and reported to the C-in-C of, Polish Navy. The period between 2007 and 2013 was very significant for Captain KOWALSKI in terms of his carrier ladder as he was assuming successively higher decision-making positions in the Polish Navy. The positions were Chief of Training and Deputy Commanding Officer, 8th Coastal Defence Flotilla, stationed in the Świnoujście Naval Base, Deputy Chief, HOPN, and Chief of Sea Training, Polish Navy, at the Naval Headquarters. Finally, with Captain Henryk NITNER stepping down, on 1 January 2014, Captain Kowalski took over as the Polish Hydrographer and the next Chief, HOPN.
In 1992, Captain KOWALSKI took up the International Hydrographic Course Cat.B at the International Maritime Academy, Trieste, Italy; in 1998, the Safety of Shipping Course, Istanbul, Turkey; in 1999, the Defence Languages Academy, San Antonio, USA and the International Maritime Officers Course, US Coast Guard RTC, Yorktown, USA; in 2001, the NATO International AWNIS Course, Norfolk, USA.
Participant of many national and international forums, Captain KOWALSKI represented the Polish Hydrographic Service at the Baltic Sea Hydrographic Commission Conferences (1995, 1997, 2001, 2010, and 2011) and Poland itself at the International Maritime Organization Conferences in Monaco, (1997, 2000, 2002, and 2012).
Decorated with numerous military and civilian medals, Captain Andrzej Kowalski is married with a two children. His passions are sports, tourism, and photography.
